A.Ordinance - Expenditures - June 27 to July 31, 2020

 

ORDINANCE introduced by City Manager Brent Trout, allowing and approving City expenditures for the period June 27, 2020  through July 31, 2020, and enumerating said expenditures therein.

 

(Approval authorizes $22,024.962.28 in monthly City expenditures)

A.Resolution - Suspending Certain Governing Body Rules

 

RESOLUTION introduced by City Manager Brent Trout temporarily suspending certain Governing Body Rules and Procedures in response to the COVID-19 pandemic until February 16, 2021.

 

Voting Requirement:  At least seven (7) votes of the Governing Body is required.

 

(Approval would continue the suspension of certain Governing Body rules for an additional 90 days until February 16, 2021.)

B.Set the Public Hearing Date - 2020 Budget Amendments


AUTHORIZING a public hearing for December 8, 2020, for the purpose of hearing and answering objections of taxpayers relating to the proposed amendments to the 2020 Operating Budget.

 

Voting Requirement: At least six (6) votes of the Governing Body is required.

 

(Approval authorizes publication of the Notice of Public Hearing for a public hearing that would occur on December 8, 2020 to consider budget amendments.)  

C.Ordinance - Evergy Inc. (PUD20-01)

 

ORDINANCE introduced by City Manager Brent Trout amending the “District Map” referred to and made a part of the Zoning Ordinances by Section 18.50.050 of the Topeka Municipal Code, approving a Planned Unit Development (PUD) Master Plan for Evergy Electric Substation located on property south of SE 6th Avenue and lying between SE Golden and SE Highland from “X-1” Mixed Use District to “PUD” Planned Unit Development (X-1 zoning use group plus the addition of an public utility facility type II) all being within the City of Topeka, Shawnee County, Kansas  (PUD20/01) (Council District No. 3)

 

Voting Option Requirements: (1) Approve Planning Commission's recommendation, 6 votes is required of the Governing Body (2) Reject or Amend Planning Commission's recommendation, 7 votes is required of the Governing Body; or (3) Remand back to Planning Commission, 6 votes is required of the Governing Body.

 

(Approval will allow the reconstruction and expansion of an electric substation including tower structures up to 75 feet in height.)

D.Security Guard License Appeal - Christopher Ortega

 

Security Guard License Appeal submitted by Christopher Ortega.

 

Voting Requirement:  At least six (6) votes of the Governing Body is required.

 

(Approval of the denial of the appeal will affirm the Topeka Police Department's decision to not renew Mr. Ortega's security guard license.)
