Addressing the Governing Body: No person shall address the Governing Body during a Governing Body Meeting, unless they have notified the City Clerk at (785)368-3940 or by email at cclerk@topeka.org by 5:00 P.M. on the day of any Governing Body Meeting or sign up to speak at the meeting by 6:00 P.M. This limitation shall not apply to items added during the course of a meeting. The Governing Body does not take action with respect to any subject not on the agenda unless added to the agenda by a two-thirds vote of the Governing Body.

Persons addressing the Governing Body will be limited to four (4) consecutive minutes on a particular agenda item. Debate, question/answer dialogue or discussion between Governing Body members will not be counted towards the four (4) minute time limitation. The Chair may extend time with the unanimous consent of the Governing Body or by an affirmative vote of seven (7) Governing Body members may extend the four (4) minute limitation. The requirement to notify the City Clerk will not apply towards public hearings required by State and Federal law.

The Federal Communications Commission (FCC) has adopted use of the 711 dialing code for access to Telecommunications Relay Services (TRS). 	A.	Labor Agreement - 2021-2023 WPC (United Workers of Environmental Trades of Topeka)
		APPROVAL of a three-year labor contract effective January 1, 2021, through December 31, 2023, between the City of Topeka and United Workers of Environmental Trades of Topeka, representing employees of the Water Pollution Control Utility Division. Voting Requirement: At least six (6) votes of the Governing Body is required. (Approval would provide for changes to several contract terms including wages for the term of the agreement.)
	B.	Ordinance - Flywheel Fairlawn (Z20/02)
		ORDINANCE introduced by City Manager Brent Trout amending the “District Map” referred to and made a part of the Zoning Ordinances by Section 18.50.050 of the Topeka Municipal Code, by providing for certain changes in zoning on property located at 605 SW Fairlawn from “C-4” Commercial District to “M-3” Multiple Family Dwelling District (Z20/02) (Council District No. 9) Voting Option Requirements: (1) Approve Planning Commission's recommendation, 6 votes is required of the Governing Body (2) Reject or Amend Planning Commission's recommendation, 7 votes is required of the Governing Body; or (3) Remand back to Planning Commission, 6 votes is required of the Governing Body. (Approval will allow conversion of the former Ramada hotel into a residential apartment complex for market rate workforce housing.)
	C.	Ordinance - Wanamaker West - Planned Unit Development Amendment (PUD19/3A)
		ORDINANCE introduced by City Manager Brent Trout amending the “District Map” referred to and made a part of the Zoning Ordinances by Section 18.50.050 of the Topeka Municipal Code, approving a major amendment to the Planned Unit Development (PUD) Master Plan for Wanamaker West on a 2.1 acre property located approximately 500 ft. west of the intersection of SW Wanamaker Road and SW 30^th Terrace along the south side of SW 30^th Terrace in order to add the use of “Indoor Recreation Type II” to the allowed (C-2 and I-1 ) uses indicated in the PUD Master Plan all being within the City of Topeka, Shawnee County, Kansas (PUD19/3A) (Council District No. 8) Voting Option Requirements: (1) Approve Planning Commission's recommendation, 6 votes is required of the Governing Body (2) Reject or Amend Planning Commission's recommendation, 7 votes is required of the Governing Body; or (3) Remand back to Planning Commission, 6 votes is required of the Governing Body. (Approval will allow development of an indoor simulated golf recreation and entertainment facility within a commercially zoned area.)

	A.	Discussion - 2020 City of Topeka Operating Budget
		UPDATE on the City of Topeka 2020 Operating Budget.
	B.	Discussion - Utilities Stormwater Program Revisions
		DISCUSSION regarding proposed City of Topeka stormwater management code provisions. (Code amendments would authorize the Utilities Director to adopt a Stormwater BMP Design Policy Handbook, Design Criteria and Drafting Standards.)


7.	PUBLIC COMMENT:


		In-person public comment will now be allowed at Governing Body meetings. Individuals must notify the City Clerk’s office by 5:00 p.m. on the day of the meeting. Due to the public safety mandates surrounding the COVID-19 pandemic only 45 people, including staff members, will be allowed to gather in the City Council Chambers at one time. Please be advised after a person participates in public comment it may be necessary for them exit the meeting in order to allow others to enter the Council Chambers to provide their public comment.
