Addressing the Governing Body: No person shall address the Governing Body during a Governing Body Meeting, unless they have notified the City Clerk at (785)368-3940 or by email at cclerk@topeka.org by 5:00 P.M. on the day of any Governing Body Meeting or sign up to speak at the meeting by 6:00 P.M. This limitation shall not apply to items added during the course of a meeting. The Governing Body does not take action with respect to any subject not on the agenda unless added to the agenda by a two-thirds vote of the Governing Body.
 
Persons addressing the Governing Body will be limited to four (4) consecutive minutes on a particular agenda item. Debate, question/answer dialogue or discussion between Governing Body members will not be counted towards the four (4) minute time limitation. The Chair may extend time with the unanimous consent of the Governing Body or by an affirmative vote of five (5) Governing Body members may extend the four (4) minute limitation. The requirement to notify the City Clerk will not apply towards public hearings required by State and Federal law.

BOARD APPOINTMENT recommending the appointment of Cynthia Hopp to the Topeka Human Relations Commission to fill an unexpired term March 21, 2020.  (Council District No. 8)

A.Resolution - 99.3 Eagle Cruise Night - Special Event

 

A RESOLUTION introduced by Councilmember Karen Hiller, approving a special event known as 99.3 The Eagle Cruise Night 2018. (Council District No. 1)

 

(Approval would allow the sale, consumption and possession of alcoholic beverages within the designated barricaded area for the Eagle Cruise Night event on May 5, 2018, between the hours of 3:00 p.m. and 8:00 p.m.)

B.Resolution - Cumulus Broadcasting - Noise Exception

A RESOLUTION introduced by Councilmember Karen Hiller, granting Cumulus Broadcasting an exception to the provisions of City of Topeka Code Section 9.45.170 concerning noise prohibitions.

(Approval would allow for amplified music and sound during the hours of 3:00 p.m. and 8:00 p.m. on May 5, 2018, at the Eagle Cruise Night event.)
C.Ordinance - Expenditures - February 3-March 2, 2018

 

AN ORDINANCE introduced by City Manager Brent Trout, allowing and approving City expenditures for the period of February 3, 2018, through March 2, 2018, and enumerating said expenditures therein.

6.ACTION ITEMS:
A.Resolution - Topeka and Shawnee County Public Library (CU18/01)

 

RESOLUTION introduced by City Manager Brent Trout, in accordance with Section 18.60.010 of the Topeka Municipal Code (TMC), approving a Conditional Use Permit to allow for a "Parking, Surface Lot in Association With A Principal Use" for use primarily by employees of the Topeka and Shawnee County Public Library on property zoned "C-2" Commercial District and "M-1" Two-Family Dwelling District and located at the southwest corner of SW 10th Avenue and SW Garfield Avenue in the City of Topeka, Shawnee County, Kansas. (CU18/01) (Council District No.6)

 

Voting Requirements

Approve the resolution (6) votes of the Governing Body. 

Amend or Reject the resolution (7) votes of the Governing Body. 

Remand back to Planning Commission (6) votes of the Governing Body.

 

(Approval would allow the Topeka and Shawnee County Public Library to partially re-construct and utilize an off-site parking lot primarily for use by library employees on a site that included the recently-demolished Medical Plaza Building located at 1001 SW Garfield Avenue.)

DISCUSSION of the proposed 2019-2028 Capital Improvement Plan and 2019-2021 Capital Improvement Budget.

DISCUSSION for the purpose of establishing priorities for the 2019 budget on or before the third Tuesday of May.

 

(Discussion to provide the budget priorities to be included in a resolution to be presented on or before the May 15, 2018, Council meeting.)
