Addressing the Council: No person shall address the Council during a Council Meeting, unless they have notified the City Clerk at (785)368-3940 by 5:00 P.M. on the day of any Council Meeting of their desire to speak on a specific matter on the published meeting agenda or during the public comment portion of the Council Meeting. This limitation shall not apply to items added during the course of a meeting. The Council does not take action with respect to any subject not on the agenda unless added to the agenda by a two-thirds vote of the Council.           
Persons addressing the City Council will be limited to four (4) consecutive minutes of public address on a particular agenda item. Debate, question/answer dialogue or discussion between Councilmembers will not be counted towards the four (4) minute time limitation. The Chair may extend time with the unanimous consent of the Council or the Council by affirmative vote of five (5) members may extend the four (4) minute limitation.
Persons will be limited to addressing the City Council one (1) time on a particular matter unless otherwise allowed by an affirmative vote of five (5) members of the City Council.

A RESOLUTION introduced by Councilmember Karen Hiller, approving a special event known as Tap That After Party to be held on June 24, 2017. (Council District No. 1)

 

(Approval would allow the sale, consumption and possession of alcoholic beverages within the designated barricaded area for the Tap That After Party event on June 24, 2017 between the hours of 10:00 p.m. and 2:00 a.m. June 25, 2017.)

B.Resolution -Tap That After Party- Noise Exception

A RESOLUTION introduced by Councilmember Karen Hiller granting The Celtic Fox an exception to the provisions of City of Topeka Code Section 9.45.150, et seq., concerning noise prohibitions.

(City of Topeka Code Section 9.45.170, et seq., authorizes the City Council to grant noise exceptions.  Approval would allow for amplified music during the hours of 4:00 p.m. and 8:00 p.m. on June 24, 2017, SW 8th Street, Kansas Avenue to Jackson Street.)
C.Resolution - Sunshine Reggae Festival - Special Event

 

A RESOLUTION introduced by Councilmember Karen Hiller approving a special event known as Sunshine Reggae Festival to be held on July 15, 2017. (Council District No. 1)

 

(Approval would allow the sale, consumption and possession of alcoholic beverages within the designated barricaded area for the Sunshine Reggae Festival on July 15, 2017, from 3:00 p.m. to 2:00 a.m. July 16, 2017.)

A.Resolution - Naming the 10th Street and Branner Bridge the Nick Chiles Memorial Bridge

 

RESOLUTION introduced by Interim City Manager Douglas Gerber regarding the bridge located at Southeast 10th Street and Branner which shall be named and dedicated as the Nick Chiles Memorial Bridge.

 

(Approval would name and dedicate the bridge located at SE 10th Street and Branner as the Nick Chiles Memorial Bridge.)

B.Public Hearing and Ordinance - Establishing the Topeka Tourism Business Improvement District

 

PUBLIC HEARING AND ORDINANCE introduced by Interim City Manager Doug Gerber establishing a business improvement district to be known as the Topeka Tourism Business Improvement District (“TTBID”) and creating Topeka Municipal Code Chapter 3.65 addressing services, financing and establishment of a district advisory board in accordance with K.S.A. 12-1782 et seq.

 

(Approval would establish a business improvement district to be known as the Topeka Tourism Business Improvement District; define the services to be provided; impose a service fee on all hotels and establish a district advisory board.)

C.Ordinance - Reser's Fine Foods Annexation (A17/2)

 

ORDINANCE introduced by Interim City Manager Douglas Gerber annexing land to the City of Topeka, Kansas, in accordance with K.S.A. 12-520, located at 3636 SE 6th Avenue, within unincorporated Shawnee County, Kansas and adjacent to the City of Topeka corporate limits, and said land being annexed for all City purposes.  (A17/2) (Council District No. 3)

 

(Approval would allow annexation of a 12-acre tract to accommodate relocation of wastewater and stormwater facilities for Reser's Fine Foods and assign the tract to Council District No. 3.)

D.Ordinance - Reser's Fine Foods Major Amendment (PUD16/5A)

 

ORDINANCE introduced by Interim City Manager Doug Gerber amending the “District Map” referred to and made a part of the Zoning Ordinances by Section 18.50.050 of the Topeka Municipal Code, by providing for certain changes in zoning on property located at the northwest intersection of SE Croco Road and SE 6th Street by amending and expanding the boundary of the PUD master plan to include property at 3636 SE 6th Avenue/Street and 347/349 SE Croco Road, currently zoned “RR-1” Residential Reserve District ALL TO “PUD” Planned Unit Development District. (I-1 use group) (PUD16/5A) (Council District No. 3)

 

(Approval allows the applicant to re-locate the waste water pre-treatment and stormwater detention on to property at 3636 SE 6th Avenue/Street.)

A.Discussion - SE 8th Avenue Railroad Crossing Closing

 

DISCUSSION regarding the request from Burlington Northern Santa Fe (BNSF) Railroad to close the railroad crossing on SE 8th Avenue between SE Adams Street and SE Hancock Street.
