| DOCUMENT DESCRIPTION: | Homelessness in Topeka - Path to Innovation Approach | | VOTING REQUIREMENTS: | | Update only. | | POLICY ISSUE: | Determine how the City will move forward with the project by staying the course with the pivoted focus on "Test and Learn" or return to the proposed work scope as approved by the Governing Body in February 2023. | | STAFF RECOMMENDATION: | Staff will discuss project timeline, methodology, community engagement dialogue plan and seek guidance for the next steps moving forward. | | BACKGROUND: | In February 2023 Sylver Consulting, Inc., was hired as the City's innovation coach to address Homelessness in Topeka using the Path to Innovation Approach. This role would include facilitating a team of individuals in using the Path to Innovation methodology to find effective solutions to address concerns around homelessness.
In February 2023, the Governing Body approved three phases of work including the following:
- Understand the Problem
- Generate and Test New Ideas
- Creation of a Delivery Plan
In May 2023, the work plan was pivoted allowing the Team to spend more time in the "Test and Learn" steps of the Path to Innovation vs. starting the "Understand the Problem" phase. This was decided after a Homeless Summit was conducted in April 2023, identifying a housing gap along with City of Topeka Staff and Topeka Rescue Mission representatives visiting Colorado Springs and the Denver Rescue Missions to see how other cities have addressed housing needs.
