DISCUSSION concerning the establishment of a City Property Tax Rebate for 2024.
(The Policy and Finance Committee moved to forward a proposal of the Property Tax Relief program to the Governing Body; and give Staff permission to write a full draft for consideration by the Governing Body by a vote of 2-0-0)
| | VOTING REQUIREMENTS: | Discussion only. Action requires at least six (6) votes of the Governing Body. | | POLICY ISSUE: | Whether to adopt the Policy and Finance Committee's recommendation. | | STAFF RECOMMENDATION: | | Staff recommends the Governing Body move to approve the Resolution. | | BACKGROUND: | Given the increases in residential property appraisal values, the Policy and Finance Committee decided, at its recent meeting, to recommend a program to rebate City property taxes in 2024 modeled on the State of Kansas's Homestead Refund program.
| | BUDGETARY IMPACT: | Depending upon budgetary restraints, the City Manager will determine the total amount of funds available, the application process, the rebate amount and any other conditions or restrictions. The program will terminate after the budgeted funds have been exhausted. | | SOURCE OF FUNDING: | | General Fund |
