The City's housing study identified a need to construct 420 units over the next five years to meet the demand for housing as well as an additional 2300 units to catch up from past demand. In an effort to provide an economic development tool to address housing needs, the City of Topeka approved Resolution 9379 establishing a Rural Housing Incentive District Policy (RHID).
This application proposes to construct 23 duplexes with 46 units for affordable housing or rental in East Topeka.
Approval of the proposed resolution is the first step in the process of establishing a district and adopting a plan. State law requires review of the resolution by the Kansas Secretary of Commerce. Any suggestions by the Secretary would be incorporated into a final application presented to an internal RHID review panel. Upon approval by the Review Panel, the application will be presented to the Governing Body for final consideration.
