RESOLUTION introduced by City Manager Stephen Wade approving the 2023 award recommendations for the Topeka Dreams Neighborhood Improvement Initiatives Program.

 

Voting Requirement: Action requires at least six (6) votes of the Governing Body.

 

(Approval of the 2023 Topeka DREAMS Neighborhood Improvement Initiatives Program funding allocations in the amount of $4,360,000 for projects in the selected neighborhood improvement association neighborhoods for years 2023-2025.)

BACKGROUND:

The Topeka DREAMS Neighborhood Improvement Initiatives Program (NIIP) is a neighborhood investment partnership program between the City and area Neighborhood Improvement Associations (NIAs). The program is designed to assist NIAs with improving their neighborhoods through, community collaboration, neighborhood planning, public infrastructure improvements, and affordable housing and housing rehabilitation in the low and moderate-income (LMI) areas of Topeka. This partnership allows for the planning, design, and completion of projects that address current conditions, and the identification of community goals for future neighborhood infrastructure, housing, and other quality of life improvements. The City works to implement the priority projects, identified by the neighborhood, into the City’s Capital Improvement Plan, Capital Improvement Budget, and annual Housing and Urban Development (HUD) Community Development Block (CDBG) funding priorities through three funding initiative levels. This program replaces the former Neighborhood SORT and Empowerment programs.

BUDGETARY IMPACT:

DREAMS 1 (FY 2024-2025) Bi-Annual Program

  • Up to $1.4 million of the City’s Capital Improvement funding, and $150,000 of Utilities funding for public infrastructure improvements, will be invested in one selected NIA neighborhood.
  • Additionally, up to $330,000 in Housing and Urban Development (HUD) funding will be invested for housing rehabilitation and potential affordable housing in this neighborhood.

 

DREAMS 2 (FY 2023-2024) Bi-Annual Program

  • Up to $1.4 million of the City’s Capital Improvement Funding, and $150,000 of Utilities funding for public infrastructure projects will be divided and invested into four LMI neighborhoods for selected public projects. Grant awards may range from $100,000 up to $1,000,000 per project.
  • Additionally, $330,000 in HUD housing funds may be divided and awarded to up to four LMI neighborhoods for major/minor housing rehab improvements on a first-come-first-serve basis by any income-eligible households in the selected neighborhoods.

 

DREAMS 3 (Years 2023-2025) Annual Program

  • Up to $60,000 may be funded annually through the federal Community Development Block Grant (CDBG) Program and up to $140,000 may be funded annually through the City’s General Obligation (GO) Bonds to support a variety of small neighborhood-based public projects or local match funds for larger public improvements. Grant awards range from $1,000 up to $50,000 annually in this program.
SOURCE OF FUNDING:

This program continues to provide support through Federal Housing and Urban Development funding, administered through Community Engagement and Housing Services. It also provides funding through City General Obligation (GO) Bonds and Utility Revenue Bonds. The available award funding total will be $4,360,000 (3.22 million GO Bonds, $300,000 Utility Revenue Bonds, and $840,000 HUD/CDBG).

 

2023

The impact will be $140,000 in GO Bonds and $60,000 HUD/CDBG.

 

2024

The impact will be $1.54 million GO Bonds, $150,000 Utility Revenue Bonds, and $390,000 HUD/CDBG.

 

2025

The impact will be $1.54 million GO Bonds, $150,000 Utility Revenue Bonds, and $390,000 HUD/CDBG.
