APPROVAL of the Summary of Recommendations from the Police and Community Special Committee. (The Police and Community Special Committee recommended approval of the recommendations as amended by a vote of 3-0-0 on June 29, 2022.)

 

Voting Requirement: Action requires at least six (6) votes of the Governing Body.

 

 (The Special Committee was tasked with identifying, reviewing and creating recommendations regarding the Topeka Police Department.  Aspects of policy, recruitment, training, discipline and performance was reviewed.)

POLICY ISSUE:

The Special Committee was tasked by the Governing Body with identifying, reviewing and creating recommendations regarding the Topeka Police Department.

STAFF RECOMMENDATION:

The Police and Community Special Committee recommended approval, as amended, of the draft Summary of Recommendations by a vote of 3-0-0 on June 29, 2022. Staff is making no recommendation.

BACKGROUND:

The Police and Community Special Committee was formed in September of 2020 in recognition and response to Topeka voices being heard by the Governing Body about specific issues as they related to policing. The Special Committee was tasked with identifying, reviewing and creating recommendations regarding the Topeka Police Department.  Aspects of policy, recruitment, training, discipline and performance was reviewed. A public input session was held on June 17, 2022, to receive input on the draft recommendations document.

 

The Special Committee reviewed and revised three versions of the Recommendations Document. The fourth, and final version is being presented to the Governing Body for consideration and approval.  All versions are available to review on the Special Committee’s webpage at: https://www.topeka.org/citycouncil/police-community/. This includes all supplemental materials, agendas, minutes, video and all items reviewed and discussed by the Special Committee.
