DISCUSSION related to the Public Safety Feasibility Study.

 

(In January of 2021, the City of Topeka Kansas engaged TreanorHL and their consulting team to assist in the determination of space needs, site analysis, concept diagrams and preliminary cost estimate for a new public safety center.)

POLICY ISSUE:

As a component of the approved Downtown Master Plan, the repurposing of the current Law Enforcement Center site was identified as a potential catalytic site supporting the five minute walkability plan connecting the Downtown district with NOTO. As part of the Plan, a civic district was developed to include potential relocations of civic buildings, such as the current Law Enforcement Center, which would not only open up key sites for other uses but also transform our primary gateway into Downtown. The recommendations of the study align with the Downtown Master Plan goals and strategies for physical development, land use, and infrastructure in a comprehensive manner that recognizes the desire to increase the quality of life in Downtown Topeka.

BACKGROUND:

In January of 2021, the City of Topeka engaged TreanorHL and their consulting team to assist in the determination of space needs, site analysis, concept diagrams and preliminary cost estimate for a new public safety center. It was the goal of the City to conduct a feasibility study for the Police Department, Municipal Court, Fire Administration, Probation, and Shawnee County Sheriff’s Office that evaluates current and future space needs, examine alternative locations, concept diagrams and cost trends for a new facility. The expected outcomes of this study is to provide the City the ability to:

 

  • Make an informed and educated determination of the size and location for the new public safety center.
  • Share concept diagrams and site analysis to facilitate understanding and visualization of the proposed project.
  • Costs trends and delivery methods to assist with the discussion for a new public safety center.

 

The information developed during this study will provide the City a direction for the development of a new public safety center and provide the foundation for the design of a public safety center that will serve the community for the next 50 years.
