A RESOLUTION introduced by Councilmember Karen Hiller, approving a special event known as 99.3 The Eagle Cruise Night 2018. (Council District No. 1)
(Approval would allow the sale, consumption and possession of alcoholic beverages within the designated barricaded area for the Eagle Cruise Night event on May 5, 2018, between the hours of 3:00 p.m. and 8:00 p.m.) | | VOTING REQUIREMENTS: | Majority vote of the Governing Body (6) | | POLICY ISSUE: | | Pursuant to state law, the Governing Body must approve any special event where alcoholic liquor will be served and consumed on designated public streets, alleys, and sidewalks when a temporary permit has been issued by the Kansas Division of Alcohol Beverage Control (ABC). | | STAFF RECOMMENDATION: | | Staff recommends the Governing Body move to approve the resolution. | | BACKGROUND: |
Streets and alleys within the boundaries of the event shall be closed to motor vehicle traffic. The traffic engineer and the chief of police or their designees shall determine the streets and alleys to be closed and the closing times. Pursuant to K.S.A. 41-719 and 41-2645, the sponsor shall ensure that the area in which alcoholic liquor is possessed or consumed is clearly marked by signs, a posted map or other means (“Designated Barricaded Area”).
