ORDINANCE introduced by City Manager Stephen Wade, providing for a nonexclusive franchise to American Medical Response to operate an ambulance service within the City of Topeka until December 31, 2023, and replacing the franchise ordinance codified at City Code Appendix B, Article 11 that will expire December 31, 2022.

 

Voting Requirement: Action requires at least six (6) votes of the Governing Body.

 

(Approval would grant AMR a nonexclusive franchise agreement for one (1) year.)

Action requires at least six (6) votes of the Governing Body.

POLICY ISSUE:

Approval would grant AMR a franchise agreement for one year so that AMR can provide ambulance services to city residents.

STAFF RECOMMENDATION:

Staff recommends the Governing Body move to adopt the ordinance.

BACKGROUND:

Shawnee County contracts with AMR to provide ambulance services. One of the contract requirements is that AMR enter into a nonexclusive agreement with the city of Topeka. AMR's current agreement will expire December 31, 2022.

BUDGETARY IMPACT:

The annual revenue for ambulance fees remains at $275 per ambulance and there is a $1500 franchise application fee for 2023. Currently, AMR has 16 active ambulance vehicle licenses.
