APPROVAL of a three year labor agreement between the City of Topeka and Local 1294 Missouri/Kansas State Council 61, American Federation of State, County and Municipal Employees (AFSCME), AFL-CIO.
Voting Requirement: Majority vote of the Governing Body (6).
(Approval would provide guidelines for management and employees in the bargaining unit. Term of agreement is from 2017 through 2019.) | VOTING REQUIREMENTS: | Majority vote of the Governing Body (6). | POLICY ISSUE: | Pursuant to Topeka Municipal Code Section 2 .25.020(a) approval of employee agreements between the City and a recognized employee organization is approved by the Governing Body and signed by the City Manager. | STAFF RECOMMENDATION: | Staff recommends the Governing Body move to approve the agreement. | BACKGROUND: | A tentative agreement has been reached and ratified by bargaining unit members. A summary of all amendments is attached. The amendment provides for a 1.75% increase to the wage schedule for 2017 and a 2% increase in 2018. The wage article will be reopened for negotiation of 2019 wages.
| BUDGETARY IMPACT: | The proposed agreement includes an allowance for individuals meeting the appropriate parameters, an overall “Meets Expectations” or better, to receive a $0.05 longevity pay increase. Additionally, there is a 1.75% increase to the overall pay matrix for 2017 (retroactive to January 1, 2017), and a 2.00% increase to the overall pay matrix for 2018. Note that during the current fiscal year, one Plan Reviewer FTE was added*.
The table below illustrates a basic comparison between the existing agreement and the proposed agreement and provides the estimated levy impact if the agreement were to be financed solely with a property tax increase:
