PUBLIC HEARING and ORDINANCE introduced by City Manager Brent Trout, adopting a Redevelopment Project Plan for the Wheatfield Village Redevelopment District pursuant to K.S.A. 12-1770 et seq., as amended.

 

Voting Requirement: Two-thirds vote of the Governing Body (7).

 

(Approval would adopt the Project Plan for redevelopment of the northwest corner of SW 29th Street and SW Fairlawn Road - Wheatfield Village.)

POLICY ISSUE:

Whether to adopt the Redevelopment Project Plan for the Wheatfield Village Redevelopment District related to a project located at the northwest corner of SW 29th Street and SW Fairlawn Road.

STAFF RECOMMENDATION:
Staff recommends the Governing Body adopt the ordinance.
BACKGROUND:

The Wheatfield Village Tax Increment Financing (TIF) District was established on June 26, 2017. The next step in the development of the area located at 29th and Fairlawn is consideration and approval of the associated Project Plan. On September 12, 2017, representatives of the project developer provided an overview of the mixed-use project plan consisting of a multi-story 150-180 unit upscale, market-rate apartment complex "wrapped" around a parking garage; a state-of-the-art movie theatre with bar and food service; a multi-story 70-90 room hotel with a national flag; and a fast food restaurant and coffee shop.

 

A mix of funding sources will be used in relation to the project, which is anticipated to attract visitors from within the community in addition to visitors from outside the city due to the project's close proximity to I-470. A traffic impact analysis was prepared by Transystems and revealed that the intersection will be able to handle any additional load that is anticipated to be generated by the project. 

 

A public hearing was held on September 12, 2017, continued to October 3, 2017, and continued again to November 14, 2017. Public comment was considered on September 12, 2017 and October 3, 2017, and will again be considered on November 14, 2017.

BUDGETARY IMPACT:
This project has been anticipated in the 2018 budget.
