RESOLUTION introduced by Interim City Manager Doug Gerber supporting the City of Topeka’s application for funding from the Kansas Department of Transportation for Bikeways Phase III, Quincy Elementary Safe Routes to Schools and improvements to sidewalks on SW Topeka Boulevard and SE 29th Street.

 

Voting Requirement: Majority Vote of the Governing Body (6 Votes)

 

 (Approval supports three grant applications to KDOT for the Transportation Alternatives program including next phase of the Bikeways Master Plan and sidewalk projects for Quincy Elementary School, SE 29th Street and SW Topeka Boulevard as part of the Pedestrian Master Plan.)

STAFF RECOMMENDATION:
Staff recommends the Governing Body move to approve the resolution.
BACKGROUND:

Kansas Department of Transportation has issued a call for projects in support of their Transportation Alternatives program for 2017 and 2018. Local units of government are eligible to apply for projects in support of bike, pedestrian, transit, and other alternative modes of transportation. Three applications are proposed to be submitted on behalf of the City of Topeka including the following:

 

  • Safe Routes To Schools (SRTS) Phase II implementation for new and repaired sidewalks in the Quincy Elementary School area
  • Bikeways Master Plan Phase III implementation for various bike route segments city-wide
  • Pedestrian Master Plan implementation of two regional corridor pedestrian links for SE 29th (Adams to golf course driveway) and SW Topeka Blvd (31st to 37th)

BUDGETARY IMPACT:

The grant requires a 20% local cash match which will be provided from the appropriate Capital Improvement Plan line item for 2018.
