AN ORDINANCE introduced by Interim City Manager Doug Gerber, concerning service fee levied in Topeka Tourism Business Improvement Districts, creating Topeka Municipal Code Section 3.65.035.
Voting Requirement: Majority vote of the Governing Body (6 votes).
(Approval would impose a $1.00 service fee on hotel rooms in the Topeka Tourism Business Improvement District to commence on January 1, 2018.) | POLICY ISSUE: | Whether to impose a service fee on all hotels in the City - the proceeds of which would be used for services within the Topeka Tourism Business Improvement District (TTBID), including the design of the Downtown Plaza. | STAFF RECOMMENDATION: | Staff recommends the Governing Body adopt the ordinance. | BACKGROUND: | The governing body established the TTBID on May 9, 2017. If no business owner files a protest petition contesting the TTBID by June 29, 2017, the next step is to enact an ordinance establishing a service fee of $1.00 per paid occupied room per night on hotel room rentals. The service fee would start on January 1, 2018 unless a protest petition is filed by business owners.
