RESOLUTION introduced by Interim City Manager Doug Gerber establishing the City’s 2018 budget priorities.

 

(Approval would establish priorities of the Governing Body for the 2018 City of Topeka Operating Budget.)

POLICY ISSUE:
Topeka Municipal Code 3.05.050 requires the Governing Body to set priorities for the budget preparation on or before the third Tuesday of May each year.
STAFF RECOMMENDATION:
Staff recommends the Governing Body move to approve the resolution.
BACKGROUND:

Pursuant to Topeka Municipal Code 3.05.050 the Governing Body is required to set priorities for the budget preparation on or before the third Tuesday of May each year. For the 2018 budget, it's proposed the budget priorities be adopted in early April to allow for more time to integrate into the proposed budget.

The 2018 proposed budget priorities include:

 

  1. Investing in Infrastructure    
  2. Continuing a Commitment to Public Safety
  3. Continuing a Commitment to Developing Neighborhoods
  4. Selected Strategic Investments Toward Quality of Life
  5. Improving Fiscal Sustainability
  6. Improving Performance and Cost-Effectiveness

 

The Governing Body began discussions for 2018 budget priorities in February 2017, followed by a series of public engagements gathering public input on budget priorities.

 

Public engagement events included a Budget Open House in NOTO on March 3, 2017 along with a series of online surveys the week of March 20-24, 2017. Final results from these surveys will be presented April 4, 2017.

BUDGETARY IMPACT:
Budgetary impact would be reflected in the proposed 2018 budget.
SOURCE OF FUNDING:
All budgeted funds.
