DOCUMENT DESCRIPTION:

 

APPROVAL of an amendment to City of Topeka Contract No. 43903 which is the current three-year labor agreement for AFT Kansas Local 6406 effective through December 31, 2017.

 

(Approval of the agreement would set wage increases for 2016 and 2017 as negotiated between Management and the Union.)

POLICY ISSUE:
Pursuant to Topeka Municipal Code Section 2 .25.020(a) approval of employee agreements between the city and a recognized employee organization is approved by the city council and signed by the city manager.
STAFF RECOMMENDATION:
Staff recommends the Governing Body move to approve the labor agreement.
BACKGROUND:

The 3-year contract which became effective January 1, 2015, allowed for reopening the wage section to negotiate for 2016 and 2017 wages. The tentative agreement reached between Management and Union allows for:

 

  1.  One step movement in both 2016 and 2017 for employees who receive a "Meets Expectations" or better rating on their annual performance evaluations. 
  2. In 2016, the pay matrix will be increased by one-half percent across the board.  
  3. In 2017, a pool of $250,000 will be allotted to increase classifications that are identified as below market in a comparability study which should be complete by the end of 2015. 
  4. Additionally, parties mutually agreed to reopen the contract to add provisions for Bilingual Certification Pay ($600/year) and International Property Maintenance Code Certification Pay ($750/year). The add pay provisions will become effective immediately.

BUDGETARY IMPACT:

The proposed agreement includes an allowance for individuals meeting the appropriate parameters, an overall “Meets Expectations” or better, to receive a one-step pay matrix increase in 2016 and 2017.  For FY16, there will be a 0.5% increase to the pay matrix.  Note that during the 2016 budget process, Council authorized adding 4 new AFT Union FTE’s (2 Property Maintenance Inspector IIs and 2 Facilities Maintenance Workers), which explains part of the wage increase from 2015 to 2016.  Please note the % increase from 2015 to 2016 would be .52% without the additional positions.

 

The agreement also calls for a $250,000 pool of funds in 2017 to address certain classifications which have been identified as being significantly below the average of comparable positions. This analysis will be complete before the 2017 budget is developed and will be distributed accordingly across positions.  

 

The table below illustrates a basic comparison between the existing agreement and the proposed agreements for 2016-2017 and provides the estimated levy impact if the agreement were to be financed solely with a property tax increase:
